Suplement do publikacji Fundamenty moralne w reformie ochrony zdrowia: sukces lub upadek centrów zdrowia psychicznego porządkuje materiał prawny, instytucjonalny i ekonomiczny dotyczący reformy ochrony zdrowia psychicznego w Polsce, ze szczególnym uwzględnieniem centrów zdrowia psychicznego. Opracowanie obejmuje analizę dynamiki stawki ryczałtowej per capita w pilotażu CZP, jej relacji do inflacji oraz porównanie tempa wzrostu finansowania z rosnącymi kosztami wynagrodzeń personelu psychiatrycznego. Wskazuje również ryzyka wynikające z osłabienia realnej wartości ryczałtu, w tym możliwość ograniczania rozwoju zespołów środowiskowych i działań profilaktycznych w końcowej fazie przedłużającego się pilotażu. Integralną częścią suplementu jest także kalendarium najważniejszych aktów prawnych, debat parlamentarnych, kontroli i decyzji instytucjonalnych, które współtworzyły ramy reformy psychiatrii środowiskowej w Polsce.
Abstract EN
This supplement to Moral Foundations in Healthcare Reform: The Success or Failure of Mental Health Centres organizes the legal, institutional, and economic material concerning mental health reform in Poland, with particular emphasis on mental health centres. The publication includes an analysis of changes in the per capita lump-sum rate used in the CZP pilot, its relationship to inflation, and a comparison between the growth of financing and the rising labour costs of psychiatric personnel. It also identifies risks associated with the declining real value of the lump-sum payment, including the possible limitation of community teams’ development and preventive activities during the final stage of the prolonged pilot programme. An integral part of the supplement is also a chronological overview of the key legal acts, parliamentary debates, audits, and institutional decisions that shaped the framework of community mental health reform in Poland.
