How the Agreement was created

The Public Value Agreement is an initiative developed through discussions on creating societal benefits and the consequences of decisions during the pandemic, in collaboration with the creator of the Public Value concept, Prof. Mark Moore of the Harvard Kennedy School of Government. Today, as we face unprecedented challenges, the discussion on public value takes on particular significance. We began in 2024 with intensive and inspiring discussions on public value, or rather its deficit in the social and economic life of our country. In April 2025, we formulated and signed the Declaration for the Common Good, and in October 2025, we executed the notarial deed establishing the Public Value Agreement Foundation.

STEP 1. TOGETHER FOR PUBLIC VALUE ? WE HAVE SIGNED AN AGREEMENT!

On April 15, 2025, we met in Konstancin-Jeziorna to discuss how to create a better, more equitable society. It was a passionate discussion, based on the approach of Professor Mark Moore’s Harvard School of Public Value. We devoted particular attention to an in-depth analysis of scenarios and opportunities for the development of mental health care in Poland, seeking answers to the question of how public policy can better serve people.

The initiator of this discussion and the signing of thePublic Value AgreementDeclaration for the Common Good was Dr. Robert Mołdach, an advocate for consciously shaping public policies focused on shared public value. It is through his genuine passion and commitment that we came together to chart a path to a better reality.

The first signatories of the Agreement between others were: Łukasz Bruski, Szymon Brzósko, Katarzyna Jajuga, Emilia Kowalczyk, Gabriela Moczeniat, Robert Mołdach, Agnieszka Potaczek, Tomasz Rowiński, and Tomasz Wróbel. But this is just the beginning – we invite everyone who shares these ideals to join us in action! Creating public value begins with a willingness to change for the better – we want and can change the world in which we live together.

STEP 2. ESTABLISHING THE FOUNDATION

On November 13, 2025, in Warsaw, we signed the Notarial Deed establishing the Public Value Agreement Foundation. This was a milestone in our development, which we believe will initiate a cascade of changes in public value management in Poland. The first president of the Foundation’s board was Robert Mołdach.

STEP 3. JOIN US IN COLLECTIVE ACTION

If you share the ideas of public value, we invite you to sign the Declaration for the Common Good, available on the homepage. After receiving a recommendation from a member of the Foundation?s Council and a positive decision from the board, you will be able to join our ranks and use the title Full Signatory of the Public Value Agreement, or, in short, PVA Signatory.
